Under Construction vs Ready to Move Villas in Goa: Which Should You Actually Buy?
Every buyer looking at villas under construction in Goa reaches the same fork in the road.
On one side: a finished house you can walk through, touch, and move into next month. On the other: a set of drawings, a construction site, and a price that’s meaningfully lower.
Most people decide this emotionally. They walk into a completed villa, feel something, and stop looking. Or they see the price gap on an under-construction project and assume they’ve found a bargain.
Both instincts are incomplete. The right answer depends on four things: how much you’re willing to pay, when you need the keys, how much risk you can carry, and whether you’re buying to live or buying to earn.
Here’s the honest comparison.
The Price Difference Is Real — and It's Bigger Than Most Buyers Expect
An under-construction villa in North Goa typically sells at a 15–25% discount to the same villa once it’s complete.
That’s not a promotional discount. It’s the market pricing in time and risk. You’re accepting a wait and a degree of uncertainty, and you’re being paid for both.
On a ₹3 Cr villa, that gap is roughly ₹45–75 lakh. On a ₹5 Cr property, ₹75 lakh to ₹1.25 Cr.
There’s a second effect that compounds it. In a market where prices are rising and North Goa has risen consistently in the sub-₹5 Cr segment, you lock your purchase price at today’s rate while the completed value climbs during construction. By handover, buyers in well-chosen projects often find the property is worth more than they paid before they’ve spent a night in it.
Ready-to-move villas carry no such upside. You pay the current market price for a current market asset. What you’re buying instead is certainty.

How the Payment Structure Actually Works
This is where under-construction buying is genuinely easier on cash flow, and almost nobody explains it properly.
Ready to move: you pay the full amount or arrange the full loan at once. Booking, agreement, registration, handover, all compressed into weeks. You need the entire sum available immediately.
Under construction: you pay in stages tied to build progress. A booking amount, then instalments released as the structure completes foundation, slabs, finishing, handover. Your bank disburses against the same milestones.
The practical effect: you can buy a more expensive property under construction than you could afford ready-to-move, because your capital goes out over two to three years instead of in a single month. For buyers whose money is tied up in a business, another property, or investments they’d rather not liquidate at once, that difference decides the purchase.
The trade-off is that you’re servicing a loan on a house you can’t live in yet. Factor pre-EMI into your maths honestly, it’s the number most buyers forget until the first statement arrives.
What RERA Protects You From
The biggest fear about buying villas under construction in Goa is the obvious one: what if it doesn’t get built?
RERA — the Real Estate Regulatory Authority exists specifically to answer that, and it changed this market more than most buyers realise.
What registration actually gives you:
The possession date is legally binding. A RERA-registered project has a declared completion date. If the developer misses it, you’re entitled to compensation or a full refund with interest. It isn’t a marketing promise; it’s an enforceable commitment.
Your money sits in escrow. 70% of buyer funds must be held in a dedicated project account and can only be drawn for that project’s construction. A developer cannot take your booking amount and spend it finishing something else.
The plans can’t change quietly. Layout, specification, and common-area changes require consent from a majority of allottees. What you were shown is what you get.
You have somewhere to complain. RERA provides a formal dispute mechanism with defined timelines, rather than a civil suit that runs for a decade.
How to check before you pay anything: ask the developer for the registration number, then verify it yourself on the Goa RERA portal. Confirm the project name, the promoter, the declared completion date, and the approved plans. If a developer hesitates to hand over that number, you have your answer and you should walk.
At Horizon, every project is RERA registered and the numbers are published on each project page. Verifying us is a two-minute exercise, and we’d rather you did it.
The Case for Buying Ready to Move
Under construction isn’t automatically the smarter purchase. There are buyers for whom ready-to-move is clearly correct.
You see exactly what you’re buying. Room proportions, natural light at four in the afternoon, how sound carries, whether the finish quality matches the brochure. No renders, no imagination required.
You can move in, or start earning, immediately. For an investor, this matters more than it sounds. A ready villa can be listed for rental the month you take possession. An under-construction villa earns nothing for two or three years while you service a loan against it.
Zero completion risk. The house exists. Nothing can go wrong with a building that’s already standing.
The neighbourhood is knowable. Completed projects sit in settled surroundings. You can see the neighbours, the access road, the water and power situation, and what the monsoon does to the approach.
No GST. Completed properties with an occupancy certificate attract no GST. Under-construction purchases currently 5% without input tax credit on non-affordable housing. On a ₹3 Cr villa that’s ₹15 lakh, and it narrows the price gap more than most comparisons admit.
That last point deserves emphasis, because it’s the one buyers most often leave out of the maths. Run both numbers fully before concluding the under-construction option is cheaper.

Which Buyer Are You?
Buy under construction if: you have a two-to-three-year horizon, you want the price advantage, you’re buying primarily as an investment, you’d like some input on finishes, and you’re comfortable verifying a developer’s track record and RERA status properly.
Buy ready to move if: you need to occupy soon, you’re relocating on a fixed date, you want rental income starting immediately, you’d rather not carry completion risk at all, or you simply can’t commit to a property you haven’t physically stood inside.
A third option most buyers miss: a near-complete project. Structure finished, finishing work underway, handover within six to twelve months. You get most of the price advantage with most of the visibility, and a very short wait. These units are usually the first to go in any project, precisely because they suit the widest range of buyers.

Casa dos Reis, Reis Magos — A boutique development in one of North Goa’s most characterful villages, above the Mandovi with views across to Panaji.
If you’d rather see finished work before committing to something unbuilt, our completed projects — Azura, Casablanca, Courtyard, Nilaya and Luxuria — are all standing, occupied, and available to visit. We encourage it. Walking through something we handed over years ago tells you more about how we build than any brochure.

Frequently Asked Questions
Yes, provided the project is RERA registered and you verify it independently. RERA requires 70% of buyer funds to be held in escrow, makes the declared possession date legally binding, and provides a formal dispute process. The main additional safeguard is developer track record — visit a completed project and speak to owners before committing.
Typically 15–25% below the completed price. However, under-construction purchases attract 5% GST while completed properties with an occupancy certificate do not, so run both totals fully before comparing.
Most boutique villa projects run 18 to 36 months depending on scale and stage at purchase. The declared possession date on a RERA-registered project is legally binding, so check it on the portal rather than relying on a verbal estimate.

Under RERA, you’re entitled to either compensation for the delay or a full refund with interest. The remedy is enforceable through the RERA dispute mechanism rather than a civil court.
